About the Green Climate Fund

The Green Climate Fund (GCF) is the world's largest climate fund dedicated to helping developing countries take climate action. GCF helps developing countries limit or reduce their greenhouse gas emissions and adapt to climate change. It seeks to promote a paradigm shift to low-emission and climate-resilient development, taking into account the needs of nations that are particularly vulnerable to climate change impacts.
It was set up by the 194 countries who are parties to the United Nations Framework Convention on Climate Change (UNFCCC) in 2010, as part of the Convention’s financial mechanism. It aims to deliver equal amounts of funding to mitigation and adaptation, while being guided by UNFCCC's principles and provisions.

When the Paris Agreement was reached in 2015, GCF was given an important role in serving the agreement and supporting the goal of keeping global temperature rise well below 2 degrees Celsius.
Responding to the climate challenge requires collective action from all countries, including by both public and private sectors. Among these concerted efforts, advanced economies have agreed to jointly mobilize significant financial resources. Coming from a variety of sources, these resources address the pressing mitigation and adaptation needs of developing countries.

About the Deputy Director of Private Sector Facility

The Deputy Director of PSF will oversee the delivery of a cohesive and transformative climate investment program engaging the local and global private sector in support of the fund's strategic core areas. He/She will serve as a role model leading the investment team with fairness and being a motivating manager while promoting effective teamwork.

Duties and Responsibilities

The Deputy Director of Private Sector Facility shall fulfil the following:
Integrate (Purpose)
  • Integrate the diverse financial products specialization within PSF in partnership with sector specialists to develop transformational adaptation and mitigation programmes that support the Fund strategic goals, in line with the GCF private sector strategy;
  • Motivate and integrate the various financial / projects specialists and ensure coherence in the delivery of the Private Sector programme;
  • Transform PSF practices in creating best in class private climate investment teams known internally and externally;
  • Provide quality control as PSF's chief investment officer that ensures all investment programmes are responding to climate imperatives of the Funds
Empower (Engagement)
  • Nurture the collaboration between the PSF private sector products specialists and the Division of Mitigation and Adaptation (DMA) sector specialists to create a dynamic environment that foster collaboration and create the best transformative programme for the PSF;
  • Oversee the delivery of the senior specialists and create a cohesive, constructive and engaged team across PSF;
  • Serve as Focal Point dealing with interrelationship between the team;
  • Be a role model of teamwork and coherence with the PSF Director around the Fund's strategic goals;
  • Support the presentation of programmes throughout the GCF project cycle.
Define Program Cycle (Delivery)
  • Deliver a strategic programme involving all specialists in a comprehensive manner and create a productive relationship within PSF senior specialists, and with internal and external stakeholders
  • Empower the senior specialists to deliver new business models and innovative financing aligned with programs that will unleash the private sector while supporting transformative in the strategic programme of the Fund;
  • Be responsible for the culture and integrate the values of the organization within and outside PSF.

Education, Qualifications & Experience

  • Master's or higher degree in finance or economics, or equivalent combination of education and experience
  • Minimum of 15 years of financial sector experience, and 5 years in managing investments in low- emission and climate-resilient investments;
  • Experience in overseeing and analyzing proposals involving all of GCF's products: equity investments, debt/loan structures, structured finance transactions, limited recourse project finance, guarantees and political risk insurance, including for low-emission and climate-resilient projects
  • Demonstrated ability to establish complex relationships, develop work plans, multitask and deliver quality Funding Proposals (FPS);
  • Strong analytical skills (qualitative and financial) and ability to critically review complex financial structures;
  • Strong deal-making, project management and evaluation skills and experience in managing an investment process;
  • Ability to work independently, and manage talent in a humane manner, and to be a role model senior manager;
  • Fluency in English is essential; knowledge of local language and/or another United Nations language is an advantage.

Terms of Appointment 

This is a full-time position at IS7 Level within the secretariat, reporting to the Director of the Private Sector Facility. The successful candidate will be contracted on a 3-year basis with the possibility of renewal. Salary is competitive and commensurate with qualifications and experience. A pension plan, life and medical insurances are included in the benefits package.
