HR Officer Role Profile

The HR Officer works in the Administration Unit and reports to the head of the Unit.

Key Accountabilities

1. Performance Management System
  • Define, refine, implement and monitor ICCROM’s Performance Management System to enable employees and teams understanding of the goals of the Organization and tracking their contributions to them, ahead of 2022 final roll-out;

  • Help identify how individuals and Units contribute to the achievement of the Organization’s objectives through the use and the socialization of Key Performance Indicators (KPIs);

  • Manage the performance cycle to ensure cross-Units alignment and intra-Unit cascading of institutional goals and KPIs across the Organization;

2. Support to policy development and implementation
  • Contribute to HR policy development and corporate HR initiatives by compiling and maintaining data on trends, risks and opportunities and sharing local HR best practices.

  • Provide technical or administrative services in support of HR initiatives for attainment of business objectives in line with the corporate HR strategy.

  • Communicate HR policy changes and new HR initiatives to management and personnel, providing guidance as needed.

3. Advisory Services
  • Provide guidance on HR related systems and processes including but not limited to Recruitment, Contracts, Position Management, Benefits and Entitlements consistent with ICCROM Staff Regulation and Rules.

  • Provide advice, answers and guidance to personnel on routine cases for HR services such as the performance appraisal process, learning & development activities, contracts, benefits, entitlements and remuneration and career development.

  • Assist to provide guidance as needed on sensitive matters including grievances, potential violations in code of conduct, harassment, abuse, workplace disputes, performance improvement plans, complex employee relations matters, etc.

  • Encourage line management responsibility for implementation of HR policies and effective team management, encouraging dialogue and two-way constructive feedbacks.

  • Collaborate with leadership to support institutional gender and diversity initiatives, providing education and advice on issues related to equity, compliance, inclusion, and diversity.

  • Validate staff benefits and entitlements, and ensure that they are in accordance with staff regulations and rules, liaising with the Finance Office as needed.

  • Maintain regular contacts with FAO medical service and an updated staff list regarding: enrollment, separation, periodic examinations, various health check, sick-leave calculation, checking related invoices and ensure payment at the end of year.

  • Give inputs for administrative actions related to the employment and separation of staff related to medical/health insurance.

  • Maintain regular contacts with FAO/WFP/IFAD Social Security – HR office, regarding enrollment separation of staff and retired personnel.

4. Talent Acquisition and Administration
  • Administer contracts, entitlements, loans, exchanges, internships and secondments. Inform and advise ICCROM personnel, consultants, partners and project personnel on their conditions of service and entitlements according to their contract modality, expediting actions to facilitate their efficient, timely, and client-focused onboarding.

  • Support recruitment processes ensuring best practices are used for effective and efficient talent acquisition in line with ICCROM policy.

  • Utilize and maintain recruitment plans, tools and policy guidance to efficiently and effectively recruit and retain a diverse workforce to meet the needs of the business objectives.

  • Liaise with ICCROM’s Management Team on personnel administration matters.

5. Team Management

  • Supervise the HR assistant 
6. Knowledge building and knowledge sharing
  • Organize, facilitate and/or deliver training and learning initiatives for personnel and other personnel on HR-related topics
Required Competencies
  1. Advanced University degree (Master's or equivalent) preferably in Human Resources Management, Social or Behavioral Sciences.
  2. A first-level university degree in combination with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.
  3. Proficiency in the usage of computers and office software packages (Google suite, MS Office).
  4. Superior attention to detail with highly developed organizational skills.
  5. Demonstrated sensitivity in handling confidential information.
  6.  A genuine passion for cultural heritage and promoting its conservation.

Qualifications and Experience
  • A minimum of three years of experience in professional-level recruitment and/or HR generalist services in an international, public or corporate organization.
  • Some experience in UN system organizations preferably in a developing country is desirable.
  • English and French are the working languages of ICCROM. For this position, fluency in English (both oral and written) is required. The knowledge of Italian and any other language is an added advantage.
Terms of Appointment
  • This is a fixed term of two years with six months probation period.
