Role purpose
With a clear mission to be the Green Bank and the Main Partner for Recovery, Sustainable Development, and Integration in LAC, the Infrastructure for Development Management is looking for a Director of Digital Transformation and Citizen Services, a position to be based in our offices in the Caribbean Region or Panama.
The main challenge of this role is to lead the digital agenda in Latin America and the Caribbean, promoting the integration of technological solutions into institutional operations to drive sustainable development, productivity, and social inclusion. This involves coordinating technical, financial, and institutional efforts in key areas such as connectivity, digital government, public services, technological infrastructure, and productive sectors, fostering innovation and data governance to contribute to the equitable expansion of the regional digital ecosystem.
Major Duties and Responsibilities
- Offer specialized technical guidance and facilitate coordination among teams leading the origination, formulation, and evaluation of investment projects and technical cooperation initiatives focused on connectivity, digital infrastructure, state digitalization, the digital economy, and regional integration, helping ensure technical soundness and alignment across the project cycle.
- Lead the execution of the regional digital transformation strategy, ensuring alignment with CAF’s priorities and regional agendas.
- Align CAF’s digital transformation vision across the Bank’s various departments, ensuring strategic synergy and added value in projects.
- Position CAF as a regional reference in digital transformation through strategic partnerships with governments, the private sector, civil society, and international organizations, facilitating the mobilization of concessional resources to the region.
- Promote the generation and dissemination of applied and actionable knowledge in digital transformation to support project structuring, policy design, and the identification of new business opportunities.
Profile
Experience
- Minimum of eighteen (18) years of professional experience in economic development and public policy, related to productive and social infrastructure services (transportation, telecommunications, energy, water, education, and health).
Education
- A university degree in Economics, Social Sciences, Public Policy, Engineering, Technology, or related fields, with postgraduate studies (Master’s or PhD) in areas related to development, public policy, technological innovation, digital economy, or digital transformation.
Languages
- Advanced Spanish
- Advanced English
- Portuguese is desirable
Key skills and technical knowledge
- Expertise in designing and implementing digital transformation projects in countries across the region.
- In-depth knowledge of the investment project cycle in multilateral banking.
- Experience in development financing processes, technical cooperation, and mobilization of external resources.
- General knowledge of public policy.
Terms of Appointment
