About EIB

The European Investment Bank (EIB) is the financing institution of the European Union. Created by the Treaty of Rome, its shareholders are the member states of the European Union, and its Board of Governors is composed of the finance ministers of these states. The EIB enjoys its own legal personality and financial autonomy within the community system.
 
The mission of the EIB is to contribute, by financing sound investment, to the policy objectives of the European Union, as laid down in its statutes and in the decisions of the European Council.
 
The EIB contributes towards the integration, balanced development and economic and social cohesion of the members of the European Union. To this end, it raises on the markets substantial volumes of funds that are directed on favourable terms towards financing capital projects according with the objectives of the union. Outside the union, the EIB implements the financial components of agreements concluded under European development aid and cooperation policies.
 
The European Investment Bank targets four priority areas in support of growth and job creation: innovation and skills, SMEs, climate action and strategic infrastructure across the EU.
In November 2019, the Bank, increasingly known as “the climate bank,” launched an ambitious new climate strategy and energy lending policy:
  • The Bank will end all financing for fossil fuel energy projects from the end of 2021
  • Future financing will accelerate clean energy innovation, energy efficiency and renewables
  • EIB Group financing will unlock EUR 1 trillion of climate action and environmental sustainable investment in the decade to 2030
  • EIB Group will align all financing activities with the goals of the Paris Agreement from the end of 2020.
To ensure maximum impact, the EIB lends to sound projects, combining EU funds with its loans and advising on technical and financial aspects.
The EIB is supporting Europe’s economic recovery by implementing the European Fund for Strategic Investments (EFSI). By the end of 2018, the EIB Group had approveds EUR 70.4 billion in financing for EFSI and mobilised EUR 375.5 billion in investment.
 
The EIB’s activities around the world reflect EU external priorities. The EIB is active mainly in the pre-accession countries and eastern and southern neighbours. The EIB also operates in African, Caribbean 
and Pacific countries, Asia and Latin America, supporting local private sector development, social and economic infrastructure and climate action projects.

Role Purpose

Purpose
We have recently launched our Digital Transformation Strategy to underpin our global activities, and ensure strong client satisfaction and operational efficiency. In this context, we look to hire a passionate leader with an excellent understanding of the banking business, who has successfully implemented digital transformations, and has solid experience in the modernization, streamlining and automation of business processes.
Operating Network
You will report directly to the Head of EIB's Group Corporate Services Directorate and closely collaborate with senior management and different functions across the EIB Group. You will participate in various relevant IT and Data Steering Committees and will attend regular consultation and reporting sessions with the Board of Directors and the Audit Committee.

Duties and Responsibilities

  • Develop and implement an overall strategy for the management of the IT and Data at Group level in support of the ElB's mission and objectives;
  • Promote effective collaboration and team spirit, ensuring that your staff has the adequate competencies, objectives and motivation to implement the strategy and deliver results;
  • Act as the Chief Digital Transformation Officer and as such lead the implementation of the Digital Transformation of the Group;
  • Identify and implement opportunities for synergies in IT developments across the Directorates and the Group thereby optimising costs;
  • Ensure agility between IT and business lines to deliver a tangible digital evolution that will increase the satisfaction of clients, business partners, and end-users;
  • Drive the cross Directorate process changes, as a means to enhance efficiency;
  • Ensure effective implementation of and promote a comprehensive change management programme in the area of IT, data and information management intended to strengthen services collaboration and efficiency at Group level;
  • Propose Digital policies and standards for the Group's Digital Ambition to the Bank's governing bodies and support their consistent application, in the areas of IT and cybersecurity as well as data & information management and protection standards;
  • As a First Line of Defence, collaborate with the senior management of the Group to ensure a robust adherence to relevant EU Banking Regulation (so-called "Best Banking Practices" (BBP)) and Best Market Practices (BMP), which are the relevant rules and financial sector practices identified by the EIB, and applicable to the ElB's activities), in accordance with the EIB statutes and principles for the Three Lines of Defence;
  • Chair the future Enterprise Architecture Board (EAB), in charge of formulating Group-wide digital policies, standards and implementation modalities;
  • Establish and manage the resources and means to implement the overall Group and entities' Digital Ambition strategies and policies and their related IT and Data strategies.

Education, Qualifications & Experience

  • University degree preferably in computer science, business administration or related disciplines
  • At least 15 years of relevant experience, with a proven track-record of implementing digital transformations
  • At least 10 years in managerial position, including at least 5 years' experience heading transformation functions in financial institutions or international organisations
  • Demonstrated experience in, strategic planning, organization design and transformation, leadership and development combined with excellent skills in project and program management
  • In-depth understanding of emerging technologies, information services management methodologies, policies, architecture, issues and challenges
  • Strong business acumen with ability to translate business needs into technologies
  • Ability to drive organizational change
  • Expertise with Information Security and Privacy practices
  • Excellent verbal and written communication skills, including the ability to explain technology to business leaders, Board members, and others not immersed within the technology world.
  • Fluent in English and/or French (**) and preferably a solid understanding of the other

Terms of Appointment

The term of this contract is 4 years.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
