Vice President of Finance and Accounting (VP Fin) Role Profile

The VP Fin plays a lead role in ensuring the fiscal integrity and vitality of the organization. S/he develops and executes a strategic vision for the global finance and accounting function, monitors and forecasts global financial data to identify critical issues for senior management, ensures a sound internal control environment, maintains collaborative partnerships with management leaders globally, and creates a strong network among finance staff globally. 
Reporting to the Senior VP of Finance and Administration / CFO (SrVP F&A), the VP Fin is a liaison to the Finance Committee of the Board, serves as Assistant Treasurer to the Lutheran Center Corporation, and provides fiscal oversight to the Corus family subsidiaries.

Duties and Responsibilities

Strategy
  • Serve as a thought leader in the development of overarching Corus vision statement, strategies, and goals to achieve the Corus mission.
  • Develop strategies and work plans that support the achievement of overall Corus vision, strategies, and goals.
  • Develop and execute a strategic vision for Corus’ global finance and accounting function aimed at facilitating management efforts to ensure vitality and growth, including building unrestricted cash reserves to a level that allows for strategic flexibility.
  • Continuously evaluate Corus’ financial condition and make recommendations to overcome business challenges and optimize opportunities.
  • Present leadership with analytical reports and forecasts that support strategic decision-making.
  • Work closely with the SrVP F&A to develop departmental strategies and workplan that will support the achievement of overall strategy and goals of the organization.
  • Represent finance and accounting perspective in cross-organization working groups and special initiatives, strategic working groups, and other cross-departmental planning committees.
  • Responsible for preparation of required financial reports for Board and Committees.
  • Provide key staff support to the Board’s Finance Committee (coordination, agenda development, etc.); make required presentations to the same.
  • Serve as corporate officer (Assistant Treasurer) for Lutheran Center Corporation (LCC), attend LCC Board meetings, and monitor LCC operations and ensure LCC compliance with municipal bond covenants in order to minimize risk to all parties.
  • Serve as a key member of the Senior Management Team, contributing to broad strategy, policy, and program development at Corus. 
  • Provide leadership and oversight around matters affecting Corus’ Impact Investing (i2) program:
    • Provide leadership support to the Ground Up Investing, LLC (GUI) management team (Corus’s sole member LLC)
      • Including serving as a signatory on the bank account(s), keeping the separate Delaware LLC up to date, providing accounting/auditing services, and participating as the catalysis of opportunities, alliances, partnerships, and transactions that drive transformation at scale.
    • Serve as a member of the Corus i2 Investment and Advisory Committee.
  • Provide leadership and oversight of Corus’ affiliate, IMA Innovations (Corus’ sole member LLC).
Financial Operations
  • Ensure effective finance functions for Corus including accounting and general ledger, budgeting and forecasting, cash-flow, foreign exchange management, financial reporting and analysis, treasury, taxes, payroll, 990 and audit.
  • Ensure delivery of an on-time, unqualified annual consolidated audit.
  • Lead consultative efforts with Corus affiliates/subsidiaries and country offices to define and maintain shared standards and systems for financial management.
  • Manage Corus investments, including outside investment manager performance.
  • Successfully lead the preparation of and negotiation of Corus’ annual “Provisional” and “Final” Negotiated Indirect Cost Rate Agreements (NICRAs) with the U.S. Government.
  • Review and approve requests for less than full recovery of NICRA on non-USG proposals and for cost share requests (unrestricted funds) for all proposals.
  • Coordinate work of General Finance & Accounting and International Finance to ensure smooth functioning and efficient workflow.
  • Identify opportunities for process improvements to ensure continued high functioning of the Finance and Accounting department.
  • Develop and maintain a staffing structure and high functioning team to effectively meet the financial operation and management needs of the organization and provide high quality, timely support to all internal clients.
  • Provide ad-hoc and standard analysis, trend reporting, and sensitivity analysis to inform financial management decisions.
  • Provide input to organizational dashboard(s) for financial Key Performance Indicators.
  • Manage finance and accounting unit budget, assist in annual budget development and forecasting for the same.
  • Ensure that processes and systems support growth in responding to additional, larger, and more complex private and public business development opportunities; in managing restricted awards; and in effectively complying with donor requirements.
  • Lead the establishment of policies, systems, and processes that maximize cost recovery from restricted awards in accordance with donor requirements.
  • Monitor compliance with USG Modified Cost Accounting Standards (CAS); prepare for full CAS compliance.
  • Manage all Corus letters of credit with corporate banks (e.g., $5M IMA-specific letter of credit with PNC Bank).
  • Effectively steward restricted fund accounting, including federal grants, other institutional donor funds, and other donor-restricted funding.
  • Work with Corus’ banks and/or currency trading companies to establish and manage hedges (forward contracts and forward window contracts) to minimize or eliminate foreign exchange risks on non-USD currency restricted funds.
  • Ensure that appropriate procedures are in place and followed for seeking, receiving, storing, handling, shipping, and acknowledging the distribution of in-kind material resources and other in-kind contributions.
  • Serve as a corporate signatory on contractual documents.
  • Serve as a bank signatory on corporate bank accounts.
 
Compliance and Risk Management
  • Ensure compliance with all applicable international, federal, State, and local laws and regulations.
  • Ensure compliance with donor restrictions and requirements.
  • Develop finance-related policies that appropriately address risk.
  • Direct internal control processes to detect and prevent fraud and to protect organization resources and assets.
  • Identify and monitor financial risks and develop appropriate mitigation strategies.
  • Ensure that accounting and reporting is in compliance with Generally Accepted Accounting Principles (GAAP) and that audits are “clean”.
  • Oversee and approve the preparation of IRS Form 990 tax filings and other statutory reporting requirements.
  • Oversee compliance with payroll-related regulations for US paid employees, including expatriates.
  • Ensure compliance with regulatory requirements (e.g., annual audits, legal country registrations, FINCEN, donor reporting, OFAC licenses, sam.gov registration, S&P rating, etc.).
  • Direct external audit activities including Corus’ annual financial statement audit and the annual OMB 2CFR200 Uniform Guidance audit.
  • Direct compliance with audit, legal and donor requirements, including IRS and other federal regulations and related state regulations.
  • Ensure compliance with all applicable internal policies and guidelines including:
    • Bond covenants related to municipal bond issue;
    • Board Policy;
    • Finance and Administration Policies;
    • Investment Policies.
 
Leadership and Supervision
  • Act with the authority of the CFO (SrVP F&A) in her/his absence to provide approvals and authorizations related to business development opportunities, procurement, policy exceptions, and other responsibilities as needed.
  • Directly and indirectly supervise a finance team and a cost and pricing team.
  • Proactively ensure the effective functioning and capacity growth of supervisees through empowered coaching, collaboration and learning.
  • Ensure that Corus's global fiscal and financial policies, systems and procedures support exceptional stewardship and integrity of the financial resources to which the organization is entrusted.  Ensure that all resources are efficiently managed and position the organization for operational excellence in the execution of its mission and strategic framework.
  • Manage Corus’s general accounting and international finance support teams to ensure that Corus’s systems and procedures effectively support operational needs and strengthen global finance, compliance, and administrative systems throughout the organization.
  • Closely monitor and analyze Corus's financial performance and cost management within fiscal year and multi-year planning timeframes.  Lead the finance team in providing in-depth business and financial analysis for organizational planning and decision support. Provide ongoing, clear, succinct analysis of Corus financial performance and trends for the CEO, CFO, Leadership Team, and Board of Directors.
  • Coordinate the preparation of Corus's annual budget, planning, forecasting, and the delivery of timely, accurate and appropriate financial reporting for internal management and external reporting purposes. Ensure that financial reporting meets the needs of the Board, CEO, CFO, leadership team, and managers within the organization.
  • Manage Corus financial assets; develop and provide oversight of a comprehensive system of executive policies, internal controls, and operating procedures that support the effective management of all Corus resources, particularly the receipt, recording, acknowledgment, custody, investment, and disbursement of all funds.
  • Direct Corus’s Treasury Operations including the approval and monitoring of Corus’s global and domestic bank accounts; manage Corus’s investment portfolio in compliance with the Investment Policy; initiate strategies to enhance cash positions, maximize returns on excess cash balances, and limit foreign currency exposure.
  • Effectively steward restricted fund accounting, including federal grants, other institutional donor funds, and other donor-restricted funding.
  • Ensure that appropriate procedures are in place and followed for seeking, receiving, storing, handling, shipping and acknowledging the distribution of in-kind material resources and other in-kind contributions.
  • Lead finance’s annual planning process, including development of operational planning and departmental and individual deliverables, and monitor performance against goals.  Provide leadership in the development of the organizational strategy and operational planning.
 
Subsidiaries
  • Holding Companies (no employees)
    • Oversee timely and accurate processing and recording of all financial transactions in Holding Company Subsidiaries (HC Subsidiaries) ledgers and sub-ledgers, including general ledger, project ledger, banking, revenue and billing, cash receipting, accounts payable, purchasing, and fixed assets.
    • Oversee the financial year-end close procedures for Subsidiaries, including preparation of annual audited financial statements.
    • Monitor and ensure adequate internal control systems exist re all Subsidiaries financial transactions.
    • Responsible for ensuring documented accounting policies & procedures exist and are maintained.
  • Wholly Owned Subsidiaries (employees)
    • Assist Subsidiaries management with preparation of annual budgets.
    • Ensure Subsidiaries have adequately documented financial policies and procedures.
    • Ensure all financial transactions recorded in Subsidiaries ledgers comply with US GAAP and with Subsidiaries financial policies and procedures.
    • Provide training and mentoring to Subsidiary accounting staff, as necessary.
  • General
    • Ensure all inter-company accounts (assets, liabilities, revenue, expense) are reconciled and are in balance between related entities on a monthly basis.
    • Ensure the preparation and submission of any required financial reports to support senior management teams of Subsidiary companies.
    • Responsible for ensuring and maintaining correct accounting system setup of all Subsidiaries.
    • Perform ad hoc financial analysis, investigation as may be required from time to time.
 
Policies and Systems
  • Ensure that Corus’ policies and procedures are developed and maintained to support operations effectively and efficiently, and that they are aligned with all statutory requirements and industry best-practice guidelines.
  • Ensure that Corus program offices have the appropriate accounting and financial management tools and procedures to support operating needs, safeguard assets, and sufficiently meet donor compliance requirements.
  • Lead the establishment of policies, systems, and processes that maximize cost recovery from restricted awards in accordance with donor requirements.
  • Develop and maintain finance and accounting systems and processes that meet the financial management needs of the organization, including:
    • General ledger/accounting;
    • Budget and forecasting;
    • Financial reporting;
    • Banking/wire transfers;
    • Expense reporting.
  • Lead the implementation of a fully integrated, cloud-based, enterprise resource planning (ERP) system.  The system should manage day-to-day business activities such as accounting, procurement, project management, risk management and compliance, and supply chain operations.
 
Other
  • Represent the organization to financial partners including auditors, vendors, donors, partners, public officials, and network organizations.
  • When travel is required – familiarity and compliance with Corus’s safety and security procedures and protocols.
  • Engagement in ongoing professional development.
  • Other duties as assigned.

Qualifications and Experience

  • Bachelor’s Degree in a related field.  Active CPA license required.
  • 15+ years of professional experience managing accounting, budget, and financial reporting operations for both for-profit enterprises and international relief and development organizations, with at least 10 years senior management experience required.  International experience highly desirable.
  • Familiarity with principles of debt and equity investment and consolidation accounting.
  • Demonstrated track record of successfully leading international not-for profit organization financial operations (managing internal control systems, budgeting, reporting, monitoring).
  • Strong experience implementing compliance requirements and managing grants and contracts for the USG, DFID (now FCDO) and Global Fund.
  • Experience leading the timely delivery of financial reporting and analysis that effectively supports decision making throughout the organization.
  • Experience in directing, overseeing, and managing all banking relations, investing funds, and financial reporting for cash and investments, while limiting risk to the organization.
  • Demonstrated understanding of contractual agreement clauses and the ability to effectively work with outside legal counsel.
  • Fluency in English is required as well as strong written, verbal and presentation skills, including the ability to effectively present complex financial data to non-financially trained professionals.
  • Spanish or French fluency preferred.
  • Travel up to 15% of the time (both domestic and international), possibly to remote regions which may include adverse conditions and/or disaster zones. Ability to withstand extremes of temperature and altitude.
