About ACAPS
Role purpose
The ideal candidate is a technical expert and ethically grounded leader who understands how data can drive impact while safeguarding the rights and dignity of those served. ACAPS is also looking proactively at how to leverage, e.g., AI applications in support of its analytical work, and therefore, the candidate should also have a strong knowledge and interest in leveraging new technologies for humanitarian analysis.
Key Experience and Background
- Senior experience in data management, digital strategy, information systems, or technology governance.
- Familiarity with data governance frameworks, data protection regulations (e.g. GDPR), and ethical considerations in humanitarian or development data.
- Understanding of digital infrastructure and the role of data in operational delivery, monitoring and evaluation, and stakeholder accountability.
- Experience advising organisations on responsible innovation or the social impact of digital technologies.
Core Competencies & Personal Attributes
- Information architecture and data lifecycle management.
- Data privacy, protection, and ethical use in humanitarian contexts.
- Oversight of digital systems used for service delivery, analytics, and reporting.
- Understanding of data partnerships, open data, and the political economy of information. Risk mitigation related to cybersecurity, digital access, and surveillance.
- Technically grounded, with the ability to communicate complex concepts clearly to non-technical audiences.
- Committed to responsible, rights-based approaches to data collection and use.
As a board member with expertise in data and information management, this individual will:
- Provide strategic oversight of the organisation’s data and digital practices, ensuring ethical and secure management of information.
- Support the development of data-related policies, including privacy, cybersecurity, consent, and accountability to communities.
- Advise on digital infrastructure needed to support operational and strategic functions.
- Strengthen the board’s capacity to anticipate and respond to challenges and opportunities in the digital and data landscape.
- Ensure that data use aligns with humanitarian values, protects vulnerable populations, and enhances transparency and impact.
Time Commitment
Board meetings will be held quarterly (3 virtually and one likely in the Netherlands. Overall time commitment is likely 20 days in the first year as the Board gets established, decreasing to 10 days in the 2nd year.
Terms of Appointment
Board members serve for three years, renewable once for a maximum of six years.
