The International Centre for Integrated Mountain Development (ICIMOD) is a regional intergovernmental learning and knowledge sharing centre serving eight regional member countries of the Hindu Kush Himalaya (HKH) – Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan. Working in partnership with local, regional, and international organisations, ICIMOD aims to influence policy and practice to meet the environmental and livelihood challenges in the HKH. It does so through works through its six Regional Programmes: 1) Adaptation and Resilience Building, 2) Transboundary Landscapes, 3) River Basins and Cryosphere, 4) Atmosphere, 5) Mountain Environment Regional Information System, and 6) Mountain Knowledge and Action Networks. Head Business Development and Resource Mobilisation Role Profile
This is a newly created position with the scope to make a significant contribution towards enabling the Hindu Kush Himalayan region to deliver a more resilient and green future for its people.  The incumbent will play a key role in taking forward strategic fundraising in support of the new ICIMOD Strategy 2023-2030 and in establishing and leading a Business Development Unit. New policy and financial commitments, and growing awareness around climate change, biodiversity loss and the need to reverse negative environmental trends, means that ICIMOD is perfectly positioned to deliver a step-change towards a more sustainable future in the region. Being part of the ICIMOD’s Senior Management Team, the Head Business Development and Resource Mobilisation will work in close collaboration with ICIMOD’s Directorate, senior research leads and partners across all eight HKH countries, and will be supported by a business development and partnerships team.  The successful candidate will be accomplished, resourceful, open-minded and results-oriented, looking for an opportunity to work in an engaging, cross-cultural and impact-oriented environment, and will be someone who has a passion for making a difference.


Duties and Responsibilities

The Head Business Development and Resource Mobilisation  will have the following key responsibilities:
  • Strategic resource mobilisation: Coordinating all business development and resource mobilisation work across and for ICIMOD and our work with our partners.  This will include developing a Business Development and Resource Mobilisation Strategy, bringing in new and fresh ideas with agreed fundraising targets, and regularly reporting on its delivery to the Senior Management Committee and other ICIMOD relevant fora.
  • Donor relationship management: Facilitating and supporting engagements with existing core and programmatic donors and working to help bring in new donors and new finance, as well as reviving relationships with former donors. This could include: strategically engaging with the ICIMOD Support Group (which comprises current and former ICIMOD donors), proactively gathering donor intelligence, identifying new donors or potential funding opportunities and delivering funding pitches to current and new donors.
  • Working across the region: Identifying joint fundraising opportunities with ICIMOD’s RMC partners and supporting the ongoing proposal development activities, as well as working alongside Regional Programme Managers, Theme Leaders and partners to help identify and build fundraising relationships with important RMC research and implementing partners.
  • Internal business development coordination: Establishing and managing appropriate internal processes for strategic and effective fundraising and proposal writing for both proactive and reactive responses to funding opportunities. This could include: supporting staff to deliver effective proposals; managing the gathering, analysis and tracking of intelligence related to donors and funding; establishing a database of donor partnerships and intelligence; setting up decision-making, proposal writing, tracking and monitoring systems across the Centre; and reporting on monthly pipelines, etc.
  • Global funds and other new finance sources: Coordinating ICIMOD’s role as the Regional Implementing Entity of The Adaptation Fund, making decisions and holding oversight for proposal development, ensuring added value to ICIMOD and its partners in sourcing finance from the Fund, and setting up and managing processes that could lead towards accreditation or sourcing from other global funding mechanisms and builds stronger internal capacity to access the philanthropic and private sector.
  • Managing finances: working closely with the Head of Programme Finance to ensure that fundraising efforts meet budget projections and internal cost recovery policy is applied for all new funding proposals.
  • Raising profile: Working alongside the KMC team to develop material that will support and target fundraising efforts, as well as maintain the profile of donors’ support to ICIMOD.
  • Managing people, building capacity: ensuring that ICIMOD develops an effective business development skillset; managing a small team; coordinating staff and partners in proposal writing and donor awareness; and providing training and building competencies among staff on successful fundraising.

  • Leadership: Manages and aligns the team around long term plans and programmes. Sets high-performance standards while acting consistently with established goals; optimises resources, talent, expertise and experience of team members.

Qualifications and Experience

Essential knowledge/skills:
  • Minimum of 8 years’ experience in a business development, resource mobilisation or fundraising position(s), with 5 years in a senior position, involving donor liaison, with a broad and deep understanding of the funding landscape for organisations working across international climate, environment, and development sectors
  • Minimum Master’s degree, or equivalent, in a discipline relevant to management, marketing, international development, international relations, communications, climate and environment, and/or related field
  • A track record of developing successful proposals to the multilateral and bilateral funding agencies, coordinating complex business development activities, both internally and externally with other partners, and experience of developing proposals for private donors – philanthropic trusts and foundations, high net worth individuals and/or corporates
  • Demonstrated understanding of the global funding context, including the range of different sources of finance, in-depth understanding of all aspects of fundraising, developing narrative, budgets, logical frameworks, and theory of change, etc.
  • Excellent leadership and coordination skills, including evidence of leading teams operating in complex institutional structures and delivering growth against targets
  • Excellent interpersonal, communication and negotiation skills to work effectively in a multi-cultural environment and build robust and trusting relationships with a wide range of donors
  • Strong writing, reasoning, project budgeting and analytical skills
  • Proven ability to think creatively and innovatively, but also to build support for and execute ideas, as well as to impart knowledge and teach skills
  • A proven track record in promoting and supporting gender equity
  • Excellent English language skills (written, reading and spoken)
Desirable knowledge/skills:
  • Understanding of mountain issues
  • Understanding of climate and environment
  • Other languages

Terms of Appointment

  • This is a full-time position with the successful candidate being contracted on a three-year basis, with a probation period of six months and with the possibility of renewal subject to performance and ICIMOD’s future funding levels. Salary is competitive compared with other regional organisations and commensurate with qualifications and experience.
