Country Director Role Profile

SNV has contracted SRI Executive Search to assist with searching for an exceptional candidate to fill the Country Director – Niger position.
SNV is a not-for-profit international development organisation that makes a lasting difference in people living in poverty by helping them raise incomes and access essential services. We focus on only three sectors and have a long-term, local presence in over 25 countries. Our team of more than 1,300 staff is the backbone of SNV
The Country Director manages the SNV country organisation, incorporating the SNV global vision and strategy on a national level. The Country Director leads the Country Management Team, which focuses on managing SNV's operation and development work in the country. The Country Director develops and manages strong external relationships with relevant (national) stakeholders to ensure SNV remains strategically targeted and responsive to the country's needs in the sectors of Agriculture, WASH, and Energy.
The Country Director formally represents SNV in the country and is responsible for steering and positioning SNV at the national level. The Country Director is accountable for achieving the country's annual plan (country funding, budget allocation, delivering within budget, realising planned gross contributions and avoiding losses) to ensure sustainable development projects and service delivery.
Key Activities:
SNV representation
  • Represents SNV in the country as an employer and sustainable development partner, including legal representation in line with governmental requirements and as a trusted development partner. Builds, maintains, and utilises the network with government officials and national authorities and builds relationships with external stakeholders, ensuring a high visibility level.
Strategic positioning
  • Leads the process of translating global strategy into country context and the in-country senior managers and the Country Management Team members. Aligns strategy with cross-cutting themes and approaches, considering the country's national context and (development) plans and multiple donors. Steers and stimulates synergies between the sectors at the country level and exchanges and collaboration with other countries.
Business development
  • Identifies and utilises positioning and funding opportunities through market analysis, forecast analysis, and prospect development. Acts as a proposal director for strategic project opportunities and assigning authority. Coordinates pipeline management reviews the quality of proposals, and analyses success ratio.
Project/program delivery
  • Manages programme contracts and the delivery of projects, meeting multiple donors and internal requirements. Assures contractual compliance, delivery quality, and timely donor reporting, meeting gross margin targets and avoiding losses.
Country management
  • Meets the targets set in the country's annual plan and assures the country's operational set-up and performance (monitoring) is efficient and effective.
  • Oversees the implementation and quality of country programmes and identifies improvement areas within the country organisation.
  • Initiates actions to improve operations' effectiveness and efficiency and ensures the commitment of staff to organisation development initiatives.
  • Makes sure the country is aligned to the SNV Code of Conduct/integrity. 
People Management and leadership
  • Leads or contributes to SNV strategic programmes and global partnerships. In representation of SNV acts as an employer to national staff. Oversees implementation of HR policies in the country and manages country workforce in consultation with Human Resources. Guides, leads, inspires, develops, coaches, and motivates the country workforce, particularly the Country Management Team, appraises performance, and creates resource estimation based on the forecast to attract and recruit.
Knowledge and Innovation
  • Stimulates knowledge development and assures lessons learned are shared, used, and applied in and cross-country programmes. Stimulates and facilitates innovation within the country and across countries, in line with knowledge networking strategies.
Qualifications, Experience & Language Requirements
  • Eight or more years relevant experience in management, development work, business development/acquisition, project implementation, financial management in a national context.
  • Proficiency level equivalent to master's degree in a relevant organisational or technical field
  • Experienced manager of country operations. Experienced in integrating and steering different processes (primary and support) at the country level.
  • Fluency in English and French are mandatory.
