Role purpose
The Treasury Specialist is a member of a team of Asset and Liability Management (ALM)professionals that safeguards ADB’s financial strength. The incumbent: (i) drafts financial policies; (ii) undertakes financial analysis; (iii) reports on various ALM matters for decision making by management and board members; (iv) masters and further enhances ALM solutions used by the team; and (v) contributes to financial policy formulation as well as knowledge sharing on ALM topics. S/he will work with clear policies and specific objectives with regular supervision.
The incumbent will report to Assistant Treasurer, TDFP and will supervise national staff (NS) and administrative staff (AS).
Duties and Responsibilities:
ALM Policies/Guidelines
- Acts as lead author and/or contribute to regular Board papers such as the Treasury Quarterly Reports, annual Borrowing Program, Income Allocation, and other ad hoc Treasury policy documents.
- Participates in the implementation and updating of ADB's financial policies and ALM guidelines; monitor trends and practices in the ALM discipline and ensure ADB's adherence to best practices.
- Undertakes and/or contributes to the periodic review of ADB’s loan pricing and fee structure as well as provide policy and analytical support for new financial products and lending rate calculation.
Financial Analysis
- Provides and/or contributes to analysis related to financial policy and risk management issues.
- Participates in analyzing and recommending the appropriate financial and operational assumptions, market forecast and scenarios to be used in financial projection and analysis.
- Identifies discrepancies and/or excessive risk levels and proposes solutions.
- Leads financial studies and research on specific ALM topics and balance sheet optimization measures such as hybrid capital, Special Drawing Rights (SDR), guarantees etc.
ALM Operations and ALM Policy Reports/Records
- Provides analytical support to measure, monitor, and supervise the currency risk, interest rate risk, and liquidity risk in ADB’s Ordinary Capital Resources (OCR)portfolios.
- Contributes inputs in operationalizing financial policies on ALM, liquidity policy, currency management, etc., and improve reporting for sound ALM decisions.
- Produces, analyzes ALM attribution/dashboard, and recommends ALM actions, as necessary.
- Provides analytical support for review of ADB-wide strategic and financial planning (i.e., resource positions, work program and budget framework, etc.).
Coordination/Liaison on Financial and ALM Issues
- Participates in working groups and coordinate closely with business units to ensure ALM issues are appropriately monitored and dealt with across the organization. Understand ADB’s strategic and operational issues as well as client perspective for better financial policy formulation and ALM operations.
- Participates in discussions with the Office of Risk Management (ORM) in designing and updating ADB's capital adequacy framework.
- Contributes inputs for responding to questions raised by Management, donors, and members of the Board on matters relating to OCR.
Knowledge Management
- Maintains current knowledge of market trends and regulatory requirements and review Treasury activities for compliance with ADB policies, regulatory guidelines, and department practices and procedures to ensure continuing compliance.
Education, Qualifications and Experience
Education:
- Master's Degree, or equivalent, in finance, business administration, economics, accounting; or University degree and at least 5 years specialized experience relevant to the position can be considered.
Experience:
- Professional qualification e.g., CFA would be an advantage.
- At least 8 years of relevant professional experience in balance sheet management functions including ALM, financial risk management, investment management, financial policy analysis, financial projection, and resource mobilization, within a major financial institution/development bank or related organization. International experience working in several countries.
- Strong technical and practical knowledge of capital market instruments including derivatives products.
- Familiarity with the strategic agenda, financial planning, and financial policy architecture of multilateral institutions.
- Ability to efficiently analyze and reconcile large sets of data. Ability to present written materials in an organized, logical, and succinct manner.
- Excellent conceptual skills and strong presentation capabilities.
- Excellent English communication skills, both written and verbal.

Terms of Appointment
The selected candidate, if new to ADB, is appointed for an initial term of 3 years. ADB offers competitive remuneration and a comprehensive benefits package. Actual appointment salary will be based on ADB’s standards and computation, taking into account the selected individual’s qualifications and experience.
