About NDB

 

The New Development Bank (NDB) is a multilateral development bank (MDB) established by Brazil, Russia, India, China and South Africa (BRICS) with the objective of financing infrastructure and sustainable development projects in BRICS and other emerging economies and developing countries. NDB’s work complements the efforts of multilateral and regional financial institutions, toward global growth and development.

 

To fulfill its purpose, the Bank supports public or private projects through loans, guarantees, equity participation and other financial instruments.

 

The Bank is headquartered in Shanghai, China. The geographic distribution of NDB’s operations is becoming increasingly balanced as the Bank develops its capacity to identify and prepare projects in all member countries. In 2021, NDB Board of Governors approved the admission of Bangladesh, UAE, Egypt and Uruguay into NDB family, which heralded the beginning of the Bank’s expansion as a global multilateral institution.

 

Role purpose

Role Purpose

 

Reporting to the Director General, Finance, Budget and Accounting, the incumbent will be responsible for leading the processes of loan disbursement management and treasury settlements at the Bank, and implementing processes, guidelines and policies relating to loans disbursements, managing project loan disbursements after approvals, and managing all Treasury back office functions.

 

 

Duties and Responsibilities

 

  • Work in close coordination with the Project Finance team during and after disbursement of loans and oversee the schedule of re-payment of disbursed loans.
  • Lead and execute the processes for project loan disbursement after project approvals, maintaining a system of controls over accounting transactions.
  • Manage the relationship and day-to-day transactions with counterparty banking parties.
  • Work in close co-ordination with the Treasury team to manage all settlements of treasury deals.
  • Manage the internal controls relating to treasury back office and loan related activities.
  • Oversight of all treasury back office reporting to Treasury Sub Committee as well as the Finance Committee.
  • Manage processing of all loan disbursements and treasury settlements in respective systems of the Bank.
  • Analyze the business processes of Finance, Budget and Accounting Division, elaborate recommendations for processes improvements, and develop, maintain and ensure implementation of IT projects in close coordination with the IT Division. Collaborate with IT Division on defining future FBA processes and roadmap.
  • Nurture talent and coach the team to ensure continuous learning and development.
  • Other duties and responsibilities assigned from time to time.

 

Education, Qualifications & Experience

 

  • Minimum of 12 years of relevant professional experience in a multilateral development bank or equivalent or regulated private/public sector financial institution.
  • Strong knowledge of Treasury back-office settlements and Treasury Products/Instruments
  • In-depth knowledge of financial service sector, financial accounting principles, loan management system, treasury system and their applications.
  • Prior experience of implementing technology for loans and treasury back-office functions is a preference.
  • Strong leadership and managerial skills in managing a diverse workforce.
  • Exceptional strategic thinking, leading change, problem-solving, communication and interpersonal skills with high resilience and drive in achieving objectives and goals.
  • Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration.
  • Master’s Degree or equivalent in a relevant professional field from a reputed university or a professionally qualified accountant.

 

Terms of Appointment

 

All new full-time employees of NDB are appointed on a four-year fixed term contract. Upon completion of initial fixed-term of four (4) years, the Bank may decide to further extend the term of appointment for fixed-term of up to four (4) years. The Bank may decide for all subsequent extension of term of appointment will be for fixed-term of up to four (4) years until attaining normal retirement age of 65 years. All contract extensions are subject to organisational needs and individual performance.

The city is located on the southern estuary of the Yangtze River, with the Huangpu River flowing through it. As of 2018, the Greater Shanghai metropolitan area was estimated to produce a gross metropolitan product (nominal) of nearly 9.1 trillion RMB ($1.33 trillion). Shanghai is one of the world's major centers for finance, business and economics, research, science and technology, manufacturing, transportation, tourism, and culture, and the Port of Shanghai is the world's busiest container port.

 

Shanghai is a global financial center, ranking first in the whole of Asia & Oceania region and third globally (after New York and London) in the 28th edition of the Global Financial Centres Index, published in September 2020 by Z/Yen and China Development Institute. Shanghai is also a large hub of the Chinese and global technology industry and home to a large startup ecosystem. As of 2021, the city was ranked as the 2nd Fintech powerhouse in the world after New York City.

 

Shanghai has a humid subtropical climate (Cfa), with an average annual temperature of 15.8 °C (60.4 °F) for urban districts and 15.2–15.7 °C (59.4–60.3 °F) for suburbs. The city experiences four distinct seasons. Winters are temperate to cold and damp—northwesterly winds from Siberia can cause nighttime temperatures to drop below freezing. Each year, there are an average of 6.2 days with snowfall and 2.8 days with snow cover. Summers are hot and humid, and occasional downpours or freak thunderstorms can be expected. On average, 8.7 days exceed 35 °C (95 °F) annually. In summer and the beginning of autumn, the city is susceptible to typhoons
