Training Resources Group, Inc. is an employee-owned consulting firm based in Arlington, Virginia. TRG provides organizational effectiveness and learning services for U.S. government agencies, international organizations, non-governmental organizations and private sector/commercial clients.  

 

As an employee-owned firm, TRG employees are each personally committed to the work we do. Operational Vision

The TRG Board has determined that TRG aims to maintain its small business designation for the foreseeable future. This will allow the organization to pursue work as a small business, receive small business awards on government-wide contract vehicles, and participate as a small business subcontracting partner on procurements with a large prime. Maintaining this status will provide on-going access to the learning and organizational development market across US government client organizations which are often procured under set-aside awards.

 

TRG aspires to be a “large, small business” with revenues in the $19-$21 million range. This will enable the organization to most effectively provide the level and quality of service consistent with the overall vision and values. Elements of being a “large, small business” include the following:

 

  • A widely diversified contract portfolio, which includes larger multi-year prime contracts (in the range of $20-25M), long-term subcontracts under global development programs, large and small organizational development, and learning contracts with mission-driven organizations, and the full range of contracts that would be conducted by a thriving firm working at the intersection of Organizational Development and International Development.

 

  • A technical workforce adequate to deliver on the range of contracts described above. This includes a balanced staff of all levels of training and organizational development consultants, learning technology and project associate staff, communications and other specialists, and the management and operations infrastructure to support them. It also includes U.S. and globally based consultants, partners, and staff to support operations in global development.  

 

  • A corporate infrastructure that includes HR, finance, contracts, business, IT, and administrative staff, structures, and systems to support a $20 million government contracting company.  

 

  • Adequate resources and staff to support headquarters as a focal point for the company and to operate meeting facilities as a state-of-the-art location for in-person and hybrid events.

Role purpose

We are seeking a CEO with senior leadership experience who will embrace and model our values, lead overall business development, establish a highly collaborative relationship with our Board of Directors to set a course for our company strategy, and provide inspired leadership / direction to our leadership team and the broader company to successfully achieve strategic and operational goals and objectives. The CEO is expected to balance external and internal leadership and oversight responsibilities to ensure TRG’s organizational effectiveness and business success. The CEO is a full-time position that reports to TRG’s Board of Directors who are all employees of TRG and elected by shareholders to be their representatives.  

 

Duties and Responsibilities

 

Model and Nurture TRG Values and Culture

  • Promote internal shared leadership, leadership development and other expressions of employee ownership to ensure strong current / future ownership and leadership of the firm.
  • Ensure diversity and inclusion (DEI) policies, principles, values, and behaviors are fully upheld, integrated, and operationalized across all of TRG’s departments and functions.
  • Ensure the Leadership Team models the company’s values and tracks and reports progress toward DEI objectives.   
  • Facilitate updates to the values and culture as the company evolves in collaboration with the Leadership Team, the Board, and the changing environment and external context.  
  • Communicate with TRG employees in a manner that reflects TRG’s values and culture.

 

Business Development & External Representation

  • Lead overall business development growth and strategy within TRG.
  • Build and maintain client, partner, and stakeholder relationships, in close collaboration with TRG staff, as appropriate.
  • Promote a positive customer experience for all of TRG’s clients.   
  • Ensure that TRG is actively tracking developments in major client systems and is expanding into new markets aligned with the company’s client diversification strategy.
  • Gather and facilitate knowledge sharing about the competitive market landscape, expansion opportunities, industry developments, and co-evolve relevant strategies with the Leadership Team and, particularly, the Business Development function within TRG.
  • Gather and analyze data about the external environment (market and business trends, regulations, competition, etc.) and act on implications for TRG and our technical work.
  • Lead development of the corporate external communication strategy that reflects TRG’s values and mission-driven work as well as oversee marketing and community engagement efforts to continually build and enhance TRG’s unique company profile.
  • Represent the company in industry forums.
  • Form, nurture, strengthen, and sustain strategic partnerships.

 

Strategic Leadership

  • Collaborate with the Board to establish and chart the company’s strategic direction, taking the initiative to bring before the Board carefully prepared short- and long-term strategic proposals and considerations consistent with achieving TRG’s 2030 vision.
  • Transparently and consistently provide updates to the Board on progress toward strategic goals, challenges encountered and propose solutions, as appropriate. Develop and propose to the Board new policies or changes in existing policies when needed.
  • Coordinate the development of the annual corporate budget in collaboration with the Chief Financial Officer (CFO), Compliance and Oversight Committee, Leadership Team, and the Board.
  • Lead efforts to implement strategic choices and monitor corporate performance in meeting strategic goals and targets, adjusting course as needed.
  • Lead company-wide strategic and operational planning in an inclusive and participatory way consistent with TRG’s values.
  • Sign contracts/be legally accountable.

 

Organizational Management

  • Lead and coordinate work of the Leadership Team and TRG more broadly to achieve organizational effectiveness objectives related to all functions.
  • Supervise and manage the performance of all members of the Leadership Team and other direct reports, ensuring high quality performance and accountability to achieve objectives aligned with TRG values and culture.
  • Ensure that the Leadership Team holds each member and their respective functions, as well as the whole team, collectively accountable for performance effectiveness and efficiency.
  • Establish effective Leadership Team norms, practices and “rhythm.”
  • Provide oversight that organizational learning is occurring across the company, including across technical services and client systems. Ensure that TRG is continually strengthening its technical capacity to provide high quality services that meet clients’ current and anticipated needs.
  • Evaluate the company’s fiscal, operational and market competency, and spearhead efforts to address gaps and areas in need of improvement.
  • Lead and support change management processes within TRG.
  • Articulate annual staff compensation strategy for Board approval and lead the Leadership Team to make individual annual staff compensation decisions.

 

Financial Stewardship

  • Monitor and manage to ensure financial health and profitability of the company. Ensure that the company is profitable while maintaining overall financial health.
  • Ensure that finance systems and practices are compliant with laws, regulations as well as ethical accounting and financial practices.
  • Ensures shareholder interests and needs are represented and met, in coordination with the Board.
  • Oversee the employee-owned stock plan.

 

Education, Qualifications & Experience

  • Alignment with TRG’s values and principles.
  • Minimum of ten years of full-time senior leadership experience in consulting.
  • Master’s degree or equivalent experience in one or more of the following fields:
    • Organizational development, organizational learning, adult education, international development, international or multicultural communication, international business, or management.
    • Strong familiarity with the field of organizational development and learning is highly preferred.
  • Experience leading and supporting business development; strong familiarity with the U.S. government contracting process and the international development market.
  • Proven experience establishing and leading strategic change with a complex organization.
  • Highly skilled in leading and managing change in a highly collaborative and participatory culture.
  • Interest and ability in building lasting relationships with clients, partners, and colleagues – a natural and authentic connector.
  • Outstanding communication and facilitation skills as well as strong writing skills.
  • Demonstrated ability to work effectively with a Board of Directors.

 

Role Location

TRG’s office is in Arlington VA near the Ballston Metro Station. The organization currently operates on a remote basis, coming into the office on an as-needed basis.
