Senior Health Specialist

The Senior Health Specialist will support scaling up operations in the health sector by supporting efforts to: (i) improve health outcomes, especially for the poor and most vulnerable, with particular attention to outcomes related to expanding Universal Health Coverage (UHC) including the increasingly important challenge of non-communicable diseases; (ii) expand access to high-quality health services, interventions and technologies that give the most value for money; (iii) strengthen health systems for results that are compatible with appropriate incentives, and with attention to the complex, adaptive nature of those systems; (iv) establish and improve health financing mechanisms that promote efficiency, equity and sustainability of investments; (v) strengthen heath-relevant institutions within and outside the health sector; (vi) harness multisectoral policies and investments for better health, nutrition and population outcomes; and (vii) develop and learn from rigorous impact evaluations.

The incumbent will report to the Chief of Health Sector Group and may supervise National and Administrative Staff.

Duties and Responsibilities

The Senior Health Specialist will have the following key responsibilities:

  • Assist in project identification, development, and processing of transactions in the health sector to be considered for ADB investment, including due consideration for development impact

  • Identify critical gaps in knowledge and identify opportunities to address those gaps

  • Lead or contribute to the generation of 'cutting edge' knowledge in the health sector in Asia and the Pacific on topics such as aging, chronic diseases, elderly care, migration, health security, health financing and health systems development.

  • Review and contribute to sector-specific policy and other documents.

  • Collaborate with operational departments to support multi-sectoral approaches for improving health and UHC outcomes and strengthen country systems.

  • Build and maintain relations with operational departments and networks to enhance intersectoral collaboration where relevant

  • Lead or support missions and supervise projects in the health sector; oversee the work of consultants and technical specialists to ensure consistency and conformity to ADB standards and manage in collaboration with sector agencies and donors.

  • Provide high level policy advice to the government in the area of health systems reform; offer international comparative perspectives and recommends policy options and implementation strategies.

  • Support mobilization of grant resources for the health sector.

  • Contribute to the knowledge creation, capture and dissemination within and outside ADB on ADB’s health sector portfolio and future health issues relevant for Asia and the Pacific.

  • Apply innovative knowledge management techniques, including using multimedia.

  • Strengthen linkages and synergies in knowledge work across departments and office within ADB on health, social development related topics. Work closely with the social development and social protection team and the governance group.

  • Represent ADB at key local, regional and international meetings.

Qualifications and Experience

  • Master’s degree or equivalent in Medicine, Public Health, Economics or related fields with a health focus. University degree combined with specialized experience in similar organization/s, may be considered in lieu of Master’s degree. A PhD would be an advantage.

  • At least 10 years of relevant professional experience in the health sector in Asia and the Pacific.

  • A drive for results, including a proven track record of high standards/accountability for work products, meeting deadlines, an ability to prioritize tasks within his/her work program and strategies for working collectively with others on the team to deliver products of the highest calibre.

  • Experience working with regional or international development organizations covering several countries

  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues in a complex and politically sensitive environment.

  • Ability to function effectively in multi-disciplinary teams

  • Excellent written and verbal communication skills in English is required

Terms of Appointment

The selected candidate is appointed for an initial fixed term of 3 years.
